As for whatever historic reasons, someone thought that it's a great idea to support only 2k3's version of RPM and not RPMPro, we lost custom sounds. There's a bug in 2k3's RPM version which was never solved which occasionally caused a crash when a custom sound was being played. Crash did not happen often, but occasionally. The message was something along the lines of "S_RegisterSound: empty name".
Who were a part of SoF during the good old days, remember that for starters, most teams (especially kam2 ctf clans) had their very own soundpack. People downloaded a ton of maps and a ton of soundfiles so that they could also joke around etc. Servers having > 400 sounds was the norm.
Then even now when we've wanted to have custom sounds, we have not been able to do it just because everyone uses 2k3's RPM.
Now thanks to Shoke revitalizing the anticheat project, we have a way back into the cgame module.
So Shoke added the functionality to download customsounds if they're played, and now we also applied the functionality to 3D's mod.
We now have about 450 sounds in use instead of the previous 250. It includes all of the RPMPro sounds, but in addition it also has some gems from sadat you goodlack. We might also be adding new commands in the future.
As we want people to use anticheat due to numerous topics (HTTPdownloader / auto map download if a custom map is used, custom sounds downloads and actually having an anticheat), the custom sounds will not be played on your client if you are not running anticheat, even if you have the files.
PS - as stated on Shoke's post as well, you have to restart the entire game for the sound files to be reparsed. So while it downloads the files, they won't work before restart.
